THE Department of Interior and Local Government (DILG) – Region IV has affirmed that newly-elected Board Member Emilio Francisco Berberabe Jr. aka Doc Jun, got the top rank among the elected members of the Sangguniang Panlalawigan.
In a letter read by the Board Secretary, the department said Berberabe garnered the highest rank when his votes were divided over the number of registered voters in his district, the Lone District of Batangas City.

The position of the Senior Board Member is very much recognizable when there is a vacancy, whether temporary or permanent, in the Office of the Governor or Office of the Vice Governor.
When the governor is on travel abroad, or became ill or incapacitated and there was a vacancy in his/her office, the vice governor assumed the position and the senior board member moves to fill up the vacancy in the office of the vice governor. Also, when the vice-governor is also travelling abroad, whether in personal or official capacity, the senior board member moves to fill-up the position of vice governor and the presiding officer of the Sangguniang Panlalalwigan.|
