DOE reports 86.27% complianceHigh among 224 gov’t agencies

MANILA — The Department of Energy (DOE) revealed that 224 government entities have achieved an 86.27% average compliance rate in energy efficiency as of March 16, 2026, marking a significant stride in the public sector’s commitment to resource conservation.

The figures follow a series of intensified spot-checks conducted under the Government Energy Management Program (GEMP). The monitoring is mandated by Memorandum Circular No. 114, Series of 2026, which directs government offices to slash electricity and fuel consumption by 10% to 20%. This initiative was further bolstered by a March 4, 2026, advisory from the Inter-Agency Energy Efficiency and Conservation Committee (IAEECC) calling for stricter adherence to austerity measures.

According to the DOE, these conservation efforts are vital as the Philippines navigates domestic price pressures exacerbated by rising global oil prices due to ongoing developments in the Middle East.

The DOE highlighted exceptional performances from local government units (LGUs). General Santos City secured a 99% compliance score—a 5-star rating—following an audit by the DOE Mindanao Field Office. Meanwhile, the Quezon City Government achieved a perfect score, cementing its position as a national leader in energy efficiency.

Beyond technical adjustments, the Department reported that 1,130 government agencies—including state universities, government-owned and -controlled corporations (GOCCs), and legislative offices—have adopted flexible work arrangements to manage demand without disrupting public service.

During these spot-checks, monitoring teams evaluate agencies based on key measures such as maintaining air-conditioning units at no lower than 24°C, transitioning to energy-efficient lighting and office hardware, implementing fuel-saving practices for the government fleet, and installing on-site renewable energy systems where feasible.

Energy Secretary Sharon S. Garin emphasized that the government must serve as the primary model for the nation’s energy transition.

“On energy efficiency, the government must lead by example with greater discipline and responsibility, setting the standard by showing that conservation can be practiced every day without compromising service to the public,” Secretary Garin stated.

To ensure continued accountability, the DOE announced it would publish the specific compliance results of all government entities on its official website. The Department also reminded agencies of their legal obligations under Republic Act No. 11285, also known as the Energy Efficiency and Conservation Act.| PIA
