New Batangas Police Chief Installed as Leadership Transitions at Camp Malvar

BATANGAS CITY — A new chapter in Batangas’ peace and order leadership began on February 4, 2026, as Police Colonel Marlon V. Rufo formally assumed command as Provincial Director of the Batangas Police Provincial Office (PPO) during a turnover ceremony at Bulwagang Barako, Camp Miguel C. Malvar.

Presiding over the ceremony was Police Brigadier General Melvin G. Napiloy, Deputy Regional Director for Administration of PRO CALABARZON, representing Regional Director PBGen Paul Kenneth T. Lucas. Rufo took over from outgoing Acting Provincial Director Police Colonel Geovanny Emerick A. Sibalo, who was commended for his leadership and contributions to maintaining peace and order across the province.

The ceremonial handover of the Command Symbol and the Property and Equipment Inventory Book highlighted the formal transfer of authority and responsibility, underscoring continuity in Batangas’ law enforcement operations.

Representing Governor Vilma Santos-Recto was retired PBGen Arcadio L. Ronquillo Jr., head of the Provincial Public Order and Safety Department. In the governor’s message, he expressed full confidence in Rufo’s leadership and pledged the provincial government’s support, particularly in advancing peace and security initiatives such as the “Matatag na Pagbabantay” program aimed at strengthening public safety and trust in the police force.

In his inaugural remarks, Rufo acknowledged the accomplishments of his predecessor and vowed to build on existing gains. He emphasized professionalism, discipline, and responsive public service as key priorities under his leadership.

The event gathered key officials, including NAPOLCOM CALABARZON Regional Director Julieta P. Raneses, senior PRO4A officers, Batangas PPO personnel, and the families and supporters of the incoming director.

The transition signals renewed commitment from the Batangas police to uphold law enforcement excellence and enhance community partnerships in maintaining peace and order throughout the province.| – TMT
