The Manila Electric Co. has launched a competitive selection process for 900 MW of baseload capacity, advancing its long-term power procurement program with deliveries scheduled to begin in 2031.
The process follows the Department of Energy’s issuance of a certificate of conformity on the terms of reference for the proposed PSAs.
Meralco’s Bids and Awards Committee for PSAs has set October 15, 2026 as the deadline for generation companies to submit expressions of interest. A pre-bid conference will follow on November 6, with actual bid submissions due December 9.
The CSP will result in a 15-year power supply agreement covering 600 MW beginning February 26, 2031 and another 300 MW beginning February 26, 2032, subject to ERC approval.
The procurement comes after Meralco secured the best bids earlier this month for another 600-MW supply requirement.
Mariveles Power Gen Corp. submitted an LCOE of P5.3573 per kWh for 200 MW, while Sual Power Inc. offered P5.4357 per kWh for the same capacity.
GNPower Mariveles Energy Center initially offered 600 MW at P5.5789 per kWh before reducing its capacity to 200 MW, completing the requirement.
The 15-year PSA resulting from that CSP will likewise require ERC review and approval. Delivery is targeted in two stages—300 MW by February 26, 2028 and another 300 MW beginning February 26, 2029.
The competitive bidding framework requires distribution utilities to receive at least two qualified generation-company bids through a CSP before entering into a PSA. Direct negotiations with suppliers are permitted only after at least two failed bidding procedures.
Meralco currently serves the entire National Capital Region, Rizal, Bulacan and Cavite, portions of Laguna and Quezon Province, and three towns in Batangas.| BNN Integrated News
