MANILA, Philippines — Typhoon Uwan (international name: Fung-Wong) has slightly weakened while crossing Northern Luzon early Monday, November 10, according to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA).
In its 2:00 a.m. advisory, PAGASA said the center of Uwan’s eye was located over the municipality of Bagulin, La Union, as of 1:00 a.m. The typhoon was packing maximum sustained winds of 165 kilometers per hour near the center, gustiness of up to 275 kph, and a central pressure of 945 hPa. It was moving northwestward at 30 kph.
Despite its weakening, Uwan continues to bring destructive winds and heavy rainfall across several parts of Northern and Central Luzon. Typhoon-force winds extend outward up to 780 kilometers from the center.

Signal No. 4 Up in 16 Provinces
PAGASA raised Tropical Cyclone Wind Signal (TCWS) No. 4 over portions of Isabela, Quirino, Nueva Vizcaya, Ifugao, Benguet, La Union, Pangasinan, and parts of Ilocos Sur, Mountain Province, and Zambales. These areas may experience winds of 118–184 kph within the next 12 hours, posing a significant to severe threat to life and property.
Signal No. 3 is hoisted over the rest of Northern Luzon, including Cagayan, Kalinga, Abra, Ilocos Norte, and parts of Central Luzon and Metro Manila.
Meanwhile, Signal No. 2 and Signal No. 1 remain in effect over large portions of Southern Luzon and the Visayas, where residents are advised to stay alert for strong to gale-force winds.

Heavy Rains, Strong Winds to Persist
PAGASA warned of possible flash floods and landslides due to intense rainfall, particularly in mountainous and low-lying areas. The public is urged to monitor official advisories and take precautionary measures.
Outside the areas under wind signals, Uwan is also expected to cause gusty conditions over Palawan, the Visayas, Mindanao, and later across most of Luzon.
As of early Monday, local authorities in several regions have suspended classes and work in anticipation of the typhoon’s impact.
