Capiz Capitol joins national austerity measures with 4-day on-site work week

ROXAS CITY, Capiz — In alignment with President Ferdinand R. Marcos, Jr.’s directive for strict energy conservation during the Middle East crisis, the Capiz provincial government has transitioned to a four-day compressed work week effective March 16.

Issued by Capiz Governor Fredenil Castro, Memorandum Order No. 45, series of 2026, seeks to lower the energy footprint of government activities and improve the utilization of public resources.

Starting March 16, our office hours will start at 7:30 in the morning until 6:30 in the evening from Monday to Thursday,” stated lawyer Luvim D. Amores, the provincial government’s Human Resource Management Officer and Public Information Officer.

To satisfy the mandatory 40-hour work week, employees will render 10 hours of service daily over four days, excluding lunch breaks. Amores clarified that this order does not apply to personnel in frontline service units—specifically hospitals, excluding their administrative staff—and other offices responsible for essential, continuous public services.

The provincial government is also reinforcing existing policies regarding service vehicle use and energy regulations, following Malacañang’s Memorandum Circular No. 114.

Parallel to these efforts, the province held a two-day workshop from March 5 to 6 to develop its Provincial Local Energy Efficiency Conservation Plan (LEECP). This move ensures compliance with Republic Act No. 11285, or the Energy Efficiency and Conservation Act, which requires local government units to establish energy strategies that align with the Government Energy Management Program (GEMP).| (AGP/AAL/PIA Capiz)
