Nine towns, one landfill: Negros Occidental takes a smarter approach to waste management

Instead of each municipality building its own sanitary landfill, nine local governments in Negros Occidental have decided to work together.

The result is the La Castellana Clustered Waste Management Facility, a shared sanitary landfill expected to improve compliance with the country’s solid waste law while reducing the environmental impact of improper garbage disposal.

Once operational, the facility will increase the number of LGUs with sanitary landfill access from 13 to 22, covering nearly three-fourths of Negros Occidental’s municipalities and cities.

The facility will accept only residual waste—garbage that cannot be recycled or composted—in line with Republic Act 9003.

Governor Eugenio Jose Lacson described the project as proof that environmental protection requires cooperation rather than isolated efforts.
