Batangueña maritime attaché elected chair of key IMO sub-committee

LONDON – A Batangueña has taken center stage in global maritime governance after Atty. Sharon De Chavez-Aledo was elected Chair of the Sub-Committee on Human Element, Training and Watchkeeping (HTW) at the International Maritime Organization (IMO) Headquarters on February 27.

De Chavez-Aledo, who serves as the Philippines’ Maritime Attaché, secured a strong mandate from IMO Member States — a vote of confidence not only in her leadership but also in the Philippines’ vital role in the global shipping industry.

Her election carries special pride for Batangas, a province long known for its strong maritime culture, major ports, and generations of seafarers serving vessels around the world. As chair of the HTW Sub-Committee in 2027, she will lead discussions on critical issues affecting the “human element” of shipping — including training, certification, watchkeeping standards, and fatigue management.

These discussions come at a crucial time, as the IMO undertakes a comprehensive review of the Standards of Training, Certification and Watchkeeping (STCW) Convention and its Code — reforms that will shape the competence, professionalism, and welfare of seafarers worldwide.

“For my country, the Philippines — a leading provider of seafarers to the global maritime fleet — this represents a meaningful opportunity to help shape the future of our industry,” De Chavez-Aledo said, underscoring her commitment to guide the process with balance and diligence.

Teodoro L. Locsin Jr., Philippine Permanent Representative to the IMO, described her election as affirmation of the country’s technical expertise and its longstanding contribution to global maritime safety.

The IMO, a specialized agency of the United Nations, sets international standards for shipping safety, security, and environmental protection — making the Batangueña’s new role both prestigious and strategically significant for the Philippines.|
