Gov. Vilma Santos-Recto marks First 100 Days, Highlights “H.E.A.R.T.S.” Governance Agenda

BATANGAS CITY — The Provincial Government of Batangas, under the leadership of Governor Vilma Santos-Recto, marked the first 100 days of her administration through the “Gov. Vi Special Report” held on October 15, 2025, at the Batangas Province Events Center.

In her report, Governor Santos-Recto presented her administration’s six-point governance framework, the H.E.A.R.T.S. Program, which focuses on Health; Education, Environment, and Employment; Agriculture; Roads and Infrastructure; Tourism and Technology; and Security & Social Services. The program, she said, embodies her commitment to deliver responsive, compassionate, and inclusive public service.

Divided into three major parts — “The New Mandate from the People of Batangas,” “Delivering Service with Years of Experience and Heart,” and “Moving Towards a More Progressive and Resilient Batangas”—the report underscored her renewed dedication to serve and her vision for a “Matatag na Batangas.”

Governor Santos-Recto also cited her first four executive orders as key foundations of her administration, setting policy direction for development, transparency, and efficiency in local governance.

An audio-visual presentation highlighted early accomplishments and ongoing initiatives under the H.E.A.R.T.S. Program, emphasizing collaboration with local government units, national agencies, civil society, and the private sector.

Santos-Recto reaffirmed her focus on sustainable growth, strengthened resilience, and inclusive opportunities for all Batangueños.

Local chief executives, members of Congress, representatives from national agencies, sectoral leaders, civil society organizations, and business partners attended the milestone event, expressing support for the Governor’s vision of a stronger and more progressive Batangas.
