Iloilo City’s Baronda Tops Western Visayas Congressional Governance Survey

ILOILO CITY — Iloilo City Lone District Rep. Julienne “Jam-Jam” Baronda emerged as the highest-rated member of the House of Representatives in Western Visayas, according to the latest “Boses ng Bayan” Index of Governance (IOG) survey conducted by RPMD Foundation Inc.

Baronda posted an impressive 87.9 percent governance rating, backed by an 86.5 percent trust rating and an 87.3 percent performance rating, placing her at the top of the regional rankings.

Sharing second place were Iloilo 3rd District Rep. Lorenz Defensor and Iloilo 1st District Rep. Janette Garin, who garnered 85.5 percent and 84.9 percent IOG ratings, respectively.

Antique Lone District Rep. Antonio “AA” Legarda and Iloilo 4th District Rep. Ferjenel Biron tied for third place with ratings of 83.2 percent and 82.8 percent.

Also making it to the list of top-performing lawmakers were Iloilo 2nd District Rep. Kathy Gorriceta (82.0%), Capiz 1st District Rep. Ivan Howard Guintu (80.9%), Iloilo 5th District Rep. Binky Tupas (76.0%), Capiz 2nd District Rep. Jane Castro (74.5%), Aklan 2nd District Rep. Florencio Miraflores (73.9%), Aklan 1st District Rep. Jess Marquez (72.4%), and Guimaras Lone District Rep. JC Nava (71.0%).

The survey measured public trust and governance performance among district representatives across Western Visayas.

According to RPMD Foundation, lawmakers were evaluated based on district representation, legislative performance, and constituent services, with ratings reflecting public perceptions of accessibility, responsiveness, effectiveness, and service delivery.

The survey was conducted from April 1 to 8, 2026 as part of RPMD’s nationwide “Boses ng Bayan” Governance Assessment Program.

RPMD noted that all lawmakers included in the rankings surpassed the organization’s 55-percent governance benchmark, with every representative scoring above 70 percent, qualifying them under the “Very Strong Public Approval” category.
